Coordinating Preservation and Progress
Section 106 as excerpted from Wyoming State Historic Preservation Office (SHPO):
Any project taking place on federal lands, utilizing federal funds or requiring federal permitting must be preceded by a cultural resource inventory and project review in compliance with Section 106 of the National Historic Preservation Act of 1966 (as amended), as well as the Wyoming Antiquities Act of 1935, the Wyoming Environmental Quality Act of 1973 and other federal and state statutes.
Below are the usual steps needed to comply with Section 106 requirements:
First Step - Client obtains permits to proceed from the land administration agency where the proposed project is located. 
Second Step - Contact a qualified archaeological firm, such as Terra Alta Archaeology, for your Cultural Resource Management (CRM) inventory.
Third Step - Archaeologists will conduct the field work in compliance with all federal and state requirements.
Fourth Step - Project report is submitted to the land administration agency, the State Historic Preservation Office (SHPO) and the client.
Fifth Step - Report is reviewed by land administrators and project effect is assessed.
